Statement by Ambassador LI Chenggang in the Informal General Council

In China’s view, to ensure a successful MC13, efforts should be channeled from 2 aspects: SUBSTANCE and PROCESS.

First, SUBSTANCE.

On Dispute Settlement reform, while encouraged by the progress made so far, China hopes the current dual tracks could be accelerated. On one hand, members should make necessary improvements on the already-good draft so that a stable text on the less-controversial issues could be reached soon. On the other hand, focused discussions should be conducted on the more contentious issues, in particular appeal review mechanism, with a view to finding landing zones that could address the interests of all members. Pragmatism and flexibility are the key words in this solution-sought process.

On development, China hopes that the constructive and pragmatic spirit that guided the agreement on Annex 1 of the LDC graduation proposal could continue to lead us to more successes on other development issues, including the Annex 2 of LDC graduation proposal and G90 proposal on S&DT. China will remain engaged in the consultations and is committed to an outcome.

Investment Facilitation for Development is also a development-related issue. China welcomes the significant progress made by the IFD, and we are heartened by the recognition and support from a wide range of WTO members during the SOM. For an agreement with development at its heart and welcomed by more than 120 WTO members, China believes that the IFDA deserves a place in the WTO and is committed to making joint efforts with all to have it in the WTO rulebook.

China also believes that other significant and substantial outcomes are necessary for MC13, including Fisheries Subsidies, agriculture including food security, new accessions. We are also looking forward to new progress on TBT, global supply chain, environmental sustainability, etc.

With respect to Industrial Policy, before we reach common understanding on what to discuss, how to discuss, what expected outcome would be, China is not in the position to support establishing a so-called “dedicated space” by MC13, especially with the worrisome message sent by some members very recently at certain forum.

The second important aspect for the success of MC13 is PROCESS.

First, although there are only 2 formal stops left before the final destination of MC13, whenever necessary, more ad hoc stops, in the form of informal HODs meeting, could be timely organized, to increase transparency, to take stock and give political guidance on certain important outstanding issues.

Second, formal discussion on the MC13 outcome document that is usually called Ministerial Declaration should be started at appropriate time. Before that, members are encouraged to identify important elements for this document in various configurations in a pragmatical and constructive manner.

Third, regarding the format of the Ministerial Conference, we support the idea shared by the United States and Australia, I think that giving 2 days to technical team or Senior Officials is necessary. It will help us really de-dramatize the Ministerial Conference.

Fourth, as MC13 is not in the distant future, we request that logistics and organizational arrangements of MC13 should be circulated as soon as possible.
