Closing Remarks by H.E. Ambassador LI Chenggang At the Second plenary meeting of IDP in 2023

Thank you for your intervention and comments. Since there is no further request for the floor, please allow me to wrap up now.

Today's meeting is very timely and fruitful. I would like to express gratitude to all participants for your active engagement and contribution.

Several coordinators' Ambassadors shared their views on IDP. Members and stakeholders shared invaluable information, and put forward very constructive suggestions on the zero draft of the coordinators shared vision and elements for a potential MC13 outcome.

From today's discussion, I can feel the high expectation for IDP from members and stakeholders. Many colleagues mentioned to me that they are optimistic about the future of IDP.

Now we have a clearer vision about the next step. After this meeting, we invite all members and stakeholders to send your written comments and suggestions to Secretariat before 26th of June. Coordinators will work closely with Secretariat, cosponsors and stakeholders to further improve the IDP MC13 outcome framework and elements. It is scheduled that coordinators will circulate the revised version and annex draft for review and discussion before summer break.

In the second half of this year, the IDP is scheduled to have two more preliminary meetings, on 21-22 September and 16-17 November. It is hoped that as a result of the discussions at these two meetings, we will be able to jointly draft a high-quality MC13 Ministerial Statement and reach consensus at the final plenary of the year on 11 December.

During the process, coordinators might organize ad hoc informal meetings going forward to further advance on the MC13 outcomes if needed, but delegations will be informed in advance. In the meantime, Please feel free to contact with Secretariat and coordinators to exchange views.

In addition to drafting the Ministerial Statement, we called on all cosponsors to work together to maintain the momentum of the IDP:

First, let’s continue to work closely with relevant international processes. We will increase our outreach, and contribute to the INC negotiations by putting forward a "trade" perspective. Second, we call on the WTO members, especially IDP Cosponsors, to voluntarily share information on your experiences and approaches to tackling plastic pollution. Third, let’s outreach more vigorously and encourage more co-sponsors to IDP at the WTO. If every cosponsor can outreach to at least one non-cosponsor member at the WTO, we will make tremendous progress for IDP. Fourth, we need to further discuss how to respond to the needs of developing members, in particular the LDC and SIDS. Developing members are facing significant financial and technological gaps, especially with regard to plastic waste management. We hope the voice of developing members could be fully heard and their needs be fully considered in the framework of the Aid for Trade Global Review.

Once again, I would like to underscore the Dialogue’s commitment to formulating concrete and effective outcomes for MC13. It’s our common desire to end plastic pollution. If this international process succeeds, it is a celebration to all. If it fails, it’s our failure. The WTO and its members have the responsibility to make it a success.

Finally, thank to the Permanent Mission of Barbados, the International Institute for Sustainable Development and The Pew Charitable Trusts for offering coffee, tea and delicious pastries.
