Opening Remarks by H.E. Ambassador LI Chenggang At the Second plenary meeting of IDP in 2023

Excellencies, dear colleagues,

Good morning. Let me first extend my warmest welcome to you all to the second plenary meeting of IDP in 2023. It’s my great pleasure to co-chair the meeting with Ambassador Omar ZNIBER.

As Ambassador ZNIBER has introduced, IDP has made remarkable progress through concerted efforts. As of today, we have drafted an Evolving Compilation of suggestions made by delegations and stakeholders, a Factual Summary of discussions on Promotion based on a workshop with UNCTAD, a Factual Summary of discussions on Reduction and Circularity based on a workshop with UNEP; we sent a Coordinators letter to the World Customs Organization (WCO) with regard to the 2027 Harmonized System (HS) amendment cycle.

More importantly, 76 WTO members cosponsored IDP, and over 40 stakeholders are actively supporting the dialogue. With assistance from the WTO Secretariat, we are preparing new documents using data from databases and our surveys. This could include the Compilation of effective practices of members’ trade related plastic measures, Compilation of goods, service and technologies most often addressed by trade related plastic measures, and Compilation of trade related technical assistance and capacity building needs etc. All of these have paved the way for further progress of IDP.

Today, we come to a critical point for IDP. We are ready to take another big step forward, towards the preparation of a Ministerial Statement of MC13. I would like to share some of my observations:

First, IDP will continue to be open and inclusive. Many colleagues have said that the IDP is one of the most open, transparent and inclusive initiatives in the WTO. As we all know, cosponsors and stakeholders of IDP are very diversified and well represented. As coordinators, we sincerely appreciate the active input from all of you, and we wish to jointly keep inclusiveness as gene of IDP.

Second, IDP will continue to interact with the Intergovernmental Negotiating Committee (INC). From the very beginning, IDP has maintained close cooperation and interaction with the UNEP. We believe that:

• IDP will provide unique support to the INC negotiation, by improving transparency and data of plastic trade flows, fostering international cooperation, actively promoting trade-related capacity building and technical assistance, and identifying trade-related approaches and practices adopted by members.

• IDP and INC could support each other in ending plastic pollution by promoting trade in plastic substitutes and alternatives, services and technologies for environmentally sound waste management etc.

• The IDP discussion on reduction and circularity could also provide a good foundation for the future implementation of the INC instrument regarding the trade measures on unnecessary or harmful plastics.

In short, IDP will continue to maintain a mutually supportive and cooperative relationship with INC.

Third, IDP will continue to support the multilateral trading system with the WTO at its core. IDP demonstrates the progress in trade and environment initiatives at the WTO. IDP supports WTO reform, and improves the relevance of WTO in addressing challenges of the era. IDP will deepen pragmatic dialogue, enhance solidarity and cooperation of the WTO members, promote development issues, especially consider the needs of the LDC and SIDS (Small Island Developing States), and contribute to the success of MC13 with tangible outcomes.

In order to facilitate today’s discussion, the 6 cosponsors, with the assistance of the Secretariat, put together a vision and elements for a potential MC13 outcome based on suggestions from members and stakeholders in previous discussions. This is a tentative document to stimulate discussion. IDP is member-driven, we look forward to your constructive inputs and suggestions.
