Statement by H.E. Ambassador LI Chenggang at the TNC and HoDs Meeting

At the outset, let me join others in thanking you DG for convening today's meeting and for your report. My thanks also go to all Chairs and Coordinators of negotiating bodies for their reports and tireless efforts, particularly Dr. Molokomme's report on her consultations.

Chair, I agree that we should use this TNC meeting to have an honest assessment and discussion on where we are and how to best channel our ongoing efforts for the purpose of MC13. To this end, China provides its views as follows:

We are pleased to see the recent development of WTO negotiations. The warming-up exercises of Fisheries Subsidies, agriculture and other issues will benefit the next step of negotiations. The JSI discussions also have made good progress, the clearance of all outstanding annex to IFD JSI is particularly encouraging.

Among all the issues for MC13, implementing MC12 mandates, responding the current global challenges, as well as fulfilling the long-standing mandates should be the key parts of MC13 outcome discussion. Given the reality we are facing, we should be pragmatic and realistic. In the meantime, we should focus our time and energy on the most pressing and urgent issues, specifically:

On dispute settlement reform, this is the top priority for China. We encourage all members to focus on core issues in an open and flexible manner while maintaining the core features of the dispute settlement mechanism. Through the collective efforts, we should be able to narrow down the options for addressing various concerns before the summer break, which could pave the way for the text-based negotiations in a more formal manner afterwards.

On Development, LDC graduation transition is widely considered a must-have by members. It is also high time for us to translate the long overdue SDT mandate as reflected in the G90 proposal into concrete outcome. Extension of TRIPS waiver to Covid-19 diagnostics and therapeutics should also be part of discussion.

On agriculture, based on MC12 Ministerial Decision, tangible results for food security should be reached in MC13. China is open to looking at this issue in a broader perspective and sees the importance of taking into consideration of pressing challenges, such as climate change. However, questions on individual member's implementation should not be an excuse to challenge or undermine the existing mandate.

On Fisheries Subsidies, it should be our common objective to announce the entry into force of Fisheries Subsidies agreement by MC13. We are also looking forward to substantial progress on the second wave of negotiations.

On climate change, China hopes that the discussions in CTE and other initiatives on climate change could lead to tangible results.

On WTO reform, China welcomes members’ “reform by doing” approach and sees great value in the recent several proposals on improving the institutional functioning of the WTO. As there are many common elements in these proposals, China suggests the General Council Chair to consider nominating a coordinator to make the discussions well-organized and efficient.

To de-dramatize MC13, it needs efforts and hard work of ourselves as Ambassadors and delegates in Geneva. In the meantime, it also needs active participation from capital and Ministers, including thematic sessions of Ministers. From what we learned from MCl2, to avoid dramatic negotiations by Ministers in the last minute, we would like to propose a high level or vice Minister level meeting 2 or 3 days right before MC13 in Abu Dhabi, to make the final sprint on those documents to be decided by Ministers.

We hope we can finally de-dramatize in a dramatic way.
