China’s Intervention at Ministerial Session on Fisheries Subsidies at MC14

I would also like to express my appreciation to Minister Francisco Tiu-Laurel for his comprehensive report. China considers that the Draft Ministerial Decision on Fisheries Subsidies, as contained in document WT/MIN(26)/W/11, provides a solid foundation for reaching a final consensus. We support its adoption as part of the MC14 outcome package.

The conclusion of this ministerial decision carries significant importance. It will offer clear political guidance for the ongoing negotiations, send a positive signal to the international community, and reflect the spirit of solidarity and cooperation among WTO members in taking joint action to protect global fishery resources, biodiversity, fishermen's livelihoods, and food security.

The Agreement on Fisheries Subsidies represents an important global public good delivered by the multilateral trading system to promote ocean sustainability and address global challenges. It is a hard‑won multilateral achievement following 21 years of negotiations. In this regard, China sincerely congratulates all members on the entry into force of the Agreement. We call on the remaining members to complete their domestic procedures to accept the Agreement as soon as possible, and to work together toward the realization of the UN 2030 Sustainable Development Goals.

Actions speak louder than words. As a responsible developing member, China is earnestly fulfilling its obligations under the Agreement. We submitted our first notification under the Agreement to the WTO in December 2025 and have actively supported the effective functioning of the Committee on Fisheries Subsidies. China stands ready to strengthen cooperation and exchange experiences with other members to promote the full implementation of the Agreement. China calls on members to act with urgency and a sense of responsibility to complete the second phase of negotiations on the basis of document 285 at an early date, and to submit recommendations to MC15. China remains constructively engaged in the negotiation and will continue to make its due contribution toward achieving a comprehensive, fair, non‑discriminatory, and sustainable discipline on fisheries subsidies.
