Statements by H.E. Ambassador LI Yongjie at the TNC and HoDs Meeting

30 September 2025

Thank you, Madam Chair.

I want to thank the DG and the Chair for your reports and efforts.

I would also like to take this opportunity to express my willingness to work with the DG and all my fellow colleagues to advance WTO work here in Geneva.

As to the agenda item on agriculture, China shares a similar view with most members that our expectations should be pragmatic. We believe that there are still meaningful opportunities for members to deliver concrete outcomes in specific areas, such as supporting the most vulnerable members in addressing their food security challenges and cotton developmental areas. We suggest we prioritize our work on these areas. In the meantime, we also welcome efforts made by proponents on key negotiation pillars.

On fisheries, the recent entry into force of the agreement is a milestone for this organization and global governance for sustainability. Now the world expects the outcome of the second phase. In our long journey over more than two decades, we think the Draft Text of Additional Provisions on Fisheries Subsidies ( TN/RL/W/285) brought us the closest to consensus, by reflecting a delicate balance and the broadest support among members. We believe it remains the most viable pass. Proposals backtracking into previous non-workable positions or ambitions may only bring the negotiations to deadlocks.

I'll stop here. Thank you.
