Thank you. I like the key words of today’s event, “pragmatic” and “unconventional”. We are facing unconventional crisis and challenges, and need unconventional thinking and actions.
Global crisis and challenges need global cooperation and responses. As mentioned by the previous speakers, the protectionism and fragmentation are the biggest threat to our green transition. We believe trade should be part of the solution for us to tackle global climate crisis.
In the WTO, it is encouraging that members are having active discussion at CTE and other plurilateral initiatives, such as TESSD, DDP etc. China is part of the whole efforts. We are one of the coordinators of the dialogue on plastic pollution. We submitted 4 proposals to the CTE in the past two years, calling for more deliberation on the trade-related climate measures (Trcms) .
Members’ collective efforts in recent years have set the stage for potential actions at the WTO.
First, enhanced cooperation on the liberalization and facilitation of clean energy goods, services or technologies.
Second, enhanced cooperation to promote the coherence and inter-operability of trade-related climate measures(Trcms), such as carbon standards, requirements and carbon emission measurement methodologies. WTO could play a role in promoting harmonization and mutual recognition of those measures.
Third, enhanced cooperation to maintain resilient and stable green supply chains.
Fourth, enhanced cooperation to stimulate more investments in clean energy industries. We have the IFD agreement as an important instrument in our hand. If this agreement, with wide support from 128 members, could successfully be incorporated into the WTO legal framework, it would play a role in promoting global investment in clean energy industries, especially in developing members.
Besides those, we could think even bigger. For example:
Could we create stronger linkage between trade aspects and members’ NDCs under Paris Agreement?
Could we discuss to bring back the non-actionable subsidy in the ASCM so that members could have more tools to promote sustainable and green development?
Could we consider developing a global methodology for carbon pricing as DG Ngozi mentioned?
Could we consider better using “Aid for Trade Initiatives” to support members’ climate efforts?
Having said all the above, the last question goes to how we make it happen? As everyone is aware, the most difficult thing in the WTO is delivery. We talk too much without delivering outcomes as the outside world is expecting. I want to share some unconventional thinking on this.
First, we need to change mindset by providing public products that benefits all. Our discussions on the potential actions here at the WTO are for all people, not just “my people”.
Second, we need to be innovative in approaches to reach consensus on collective actions. Currently, only very limited number of members cannot join the consensus to conclude the Fisheries Subsidies Phase II negotiations as well as the incorporation of the IFD agreement into the WTO framework. In this context, can we explore more innovative approaches to try to accommodate the differences among different members. Then we can deliver more.
To conclude, I will share Mr. Deng Xiaoping’s very famous saying, “no matter a cat is black or white, as long as it can catch mice, it is a good cat.” So let’s do it. Together we can deliver.
