President Xi Jinping pointed out that the WTO is an important pillar of multilateralism and a key institution for international economic governance.
As the principal international organization governing global trade relations and order, the WTO comprises 166 members, with 22 economies currently seeking accession. The Permanent Mission of China to the WTO, acting on behalf of the Government of China, engages with all members within the WTO framework and is firmly committed to upholding the authority and effectiveness of the multilateral trading system, with the WTO at its core, and advancing universally beneficial and inclusive economic globalization.
Since its accession to the WTO in 2001, China has achieved sustained and rapid economic and social development through the continued deepening of reform and opening up, alongside the steady improvement of the socialist market economy. Concurrently, China’s development has generated substantial opportunities for the international community. China is the major trading partner for more than 160 countries and regions, ranks as the world’s second-largest importer, and has served as the largest export market for least developed countries for 16 consecutive years. Contributing, on average, approximately 30 percent to global economic growth, China has become a key driver of the world economy. Looking ahead, China will remain committed to opening up and cooperation for mutual benefit and win-win outcomes, steadily expand institutional opening up, develop new institutions for a higher-standard open economy, and share development opportunities with the world to achieve common development.
The multilateral trading system, with the WTO at its core, iscurrently confronted with significant challenges arising from protectionism, while simultaneously demonstrating notable resilience. There is broad consensuson the need to undertake necessary WTO reform. China fully participates in and actively leads the reform of the WTO. It advocates safeguarding and strengthening the rules-based multilateral trading system through reform, and placing development at the center of the WTO agenda. As amajor developing country, China will not seek new special and differential treatment in current and future WTO negotiations; rather, it will take the initiative to undertake international obligations commensurate with its capabilities and stage of development. Adopting an open and constructive approach, China actively engages in discussions on the reform of the dispute settlement mechanism, decision-making, development, and fair competition. It actively contributes to rule-making in emerging areas, including investment facilitation, e-commerce, trade and environment, and artificial intelligence. China stands ready to work with all parties to uphold genuine multilateralism, enhance global economic governance, and foster an open world economy.
